What actually changed in 2026 — and why it reaches procurement
Sustainability used to be a line in a brand’s marketing copy. In 2026 it is a line in the purchase order. Three forces pushed it there: European packaging regulation moving from target to obligation, refill and reuse formats proving they can sell at full price rather than as a discount line, and dispensing systems such as airless pumps becoming the default for high-value actives. Each one changes the bottle you should specify — not just the story you tell about it.

PPWR and EPR in plain terms
Two European mechanisms matter most to a buyer sourcing cosmetic packaging for the EU, and they are frequently confused with each other.
What PPWR changes
The Packaging and Packaging Waste Regulation replaces a patchwork of national packaging directives with a single EU-wide rulebook. For a bottle, the practical consequences are three: packaging must be designed so it can be recycled in practice, not just in theory; recycled content becomes an expectation rather than a voluntary claim; and a growing set of packaging formats must meet reusability or refillability criteria. Because it is a regulation rather than a directive, it lands in all member states at once instead of being transposed at different speeds.
What EPR fees mean for your packaging choice
Extended Producer Responsibility is the fee side of the same story. Producers pay a levy per tonne of packaging placed on the market, and under eco-modulation those fees are adjusted according to how recyclable the packaging actually is — a mono-material PET bottle with a PET closure is cheaper to put on the market than a mixed-material assembly that sorting facilities cannot separate. The exact fee schedules differ by member state and are revised periodically, so we do not quote figures here; what matters at the design stage is the direction of travel, because a bottle specified today may still be on shelf when the next revision lands.
For a buyer, the practical takeaway is simple: choosing a recyclable bottle and closure combination is no longer only a sustainability decision, it is a cost decision.
Refill and reuse: what works in practice
Refillability is the sharpest expression of the shift, because it changes the packaging itself rather than the messaging around it. But refill models are not interchangeable, and each places a different demand on the bottle.

Two failure modes are worth naming. The first is a refill bottle that is not actually designed to be washed — narrow necks and unreachable shoulders grow bacteria, and the programme collapses after one cycle. The second is a closure that survives the first ten refills and fails on the eleventh, which is why the pump or cap has to be specified for the refill count, not for a single fill.
Airless and precision dispensing
Airless packaging separates the formula from air with a piston or a collapsible pouch inside a rigid bottle. That is a mechanical answer to a chemical problem: oxidation-sensitive actives — vitamin C, retinol, peptides, probiotics — degrade on contact with oxygen and light. A conventional dip-tube pump draws air back into the bottle with every stroke; an airless system does not.
When airless is worth the cost
- The formula contains an active that visibly degrades — or that you claim on pack is stabilised.
- You want a metered dose so the consumer uses the same amount every time.
- The product is expensive enough that wasting the last 15–20% clinging to the bottom of a dip-tube bottle is unacceptable.
- You need to dispense a viscous product — rich creams and gel textures — cleanly.
What airless asks of the bottle
- A thicker wall and a rigid shoulder: an airless engine generates internal pressure and frames the body.
- A dedicated neck and engine, usually supplied as a matched set rather than a standard screw-on closure.
- More tooling precision, because the piston seals against the inner wall along its full travel.
- A realistic budget: airless cost more per unit than a simple dip-tube pump, and the saving shows up in formula yield and perceived quality, not in the bottle price.

A compliance checklist before you place the order
Work through these eight points before signing off artwork. Each one has caught a shipment we have seen, and each one is cheaper to fix on paper than in a container.
- Destination market confirmed in writing — EU, UK, US and Middle East regimes differ, and the bottle may need to satisfy more than one.
- Recycled-content claim exactly as it will appear on pack — the wording, not just the percentage, has to be supportable.
- Chain-of-custody documentation arranged if you claim a recycled percentage.
- Bottle and closure in the same resin family wherever the formula allows it.
- Label and adhesive specified for wash-off so the bottle can actually be recycled after use.
- Decoration chemistry checked — inks and coatings must not defeat the recyclability of the base material.
- Physical samples approved for colour, finish and print position, with a retained standard kept for reorders.
- Test reports identified for your market — food-contact and migration testing where applicable, plus any retailer-specific protocol.
