The three structures

Structure 2 — One packaging supplier, separate filler. A bottle factory that also supplies matched closures and in-house decoration collapses the riskiest hand-offs (bottle–closure–decoration) into one contract. Your filler receives one integrated package.
Structure 3 — Turnkey. One partner takes your brief and delivers filled, packed, shelf-ready goods. Maximum convenience, and every remaining risk is theirs — priced into the quote.
None of these is universally correct. What matters is that you can draw, on one page, where each risk sits — because every failure in packaging history has an address, and unassigned risks default to the buyer.
Where things actually go wrong: at the joints
Packaging failures cluster at the interfaces between suppliers, not inside any single factory:

- Bottle × decoration: a surface energy or treatment level that prints beautifully in the decoration house’s trial and scuffs in transit.

- All of the above × transport: a system that passes every bench test and still leaks after a container crosses the ocean.
When bottle and closure come from two suppliers, the defect found at the filling line triggers two investigations and two opinions — and while they argue, your launch date burns. This is the practical content of “risk boundary”: not contract language, but who is standing next to you when the failure is found.

The middle column deserves a defence, because it is the least discussed: most small and mid-size brands do not have a packaging engineer, and the bottle–closure–decoration triangle is precisely where an integrated supplier’s daily experience outperforms a buyer’s project management. The price difference is real and usually small; the difference in failure risk is not small at all.
Five questions that reveal who owns the risk
Whichever structure you are evaluating, ask:
- Who runs the bottle–closure compatibility test, on this exact combination? Not “we’ve done similar” — this combination.
- If a leak is found at my filler, what happens in the first 48 hours? Listen for a process, not an apology.
- If I change my pump to another brand, who re-validates the neck fit?

Is turnkey packaging more expensive?
Per component, usually yes; per launch, often no. A turnkey premium buys coordination you would otherwise perform — and coordination failures (a mismatched closure discovered at filling) cost more than the premium did.
Should I let my bottle factory choose the closure?
Let them propose and match it, and require the compatibility evidence on your product. Bottle factories know the closure market and hold the dimensional responsibility — but the formula is yours, so the test must be on your product.
Can I use one supplier for bottles and still buy closures separately?
Yes, and some brands do for cost reasons. Just be clear you have taken ownership of the fit risk: get the neck finish specified in writing, test your closure on their bottles, and keep both parties’ drawings on file.
What is the minimum viable quality step for a small brand?
Fill your approved sample with your product, close it with your closure, and store it on its side for a week. It is not a laboratory study, but it catches the most common failure class before it reaches your customers.
Who is responsible for compliance documents?
